SPLA-IO Accused of Detaining Civilian Boats, Demanding $4,000 Along Sobat River ‎

‎ Boat ferrying civilians  Nasir, Upper Nile State  ‎Authorities in Nasir County, Upper Nile State, have accused forces loyal to the Sudan People’s Liberation Army In Opposition (SPLA-IO) of detaining civilian riverboats and demanding ransom-like payments of up to $4,000 from traders and passengers along the Sobat River. ‎ ‎According to Nasir County Commissioner James Gatwech Joak, several boats traveling from Matar in Nasir County to Malakal were intercepted by SPLA-IO soldiers in Yakuach, an area in Nyirol County, Jonglei State. ‎ ‎“Our traders paid local taxes to SPLA-IO in Mandeng before setting off. But on reaching Yakuach, they were detained again and told to pay an additional four thousand U.S. dollars,” Commissioner Gatwech said. ‎ ‎He explained that the detained boat operators and traders were reportedly held for four days while armed men demanded more payments.  ‎ Some of the passengers were women, children, and patients traveling for medical treatment in Malaka...

Government Spokesperson said that, the decision made by Jonglei State Deputy Governor Hon. Jacob Akech Dengdit to dismiss Jonglei State Lands Minister was to stop tensions sparked by the orders issued by State Minister in Bortown 


Jonglei State Minister Hon. Isaack Mamer Ruk was suspended pending investigation and was told to handover all Government properties including his "office stamp" and "letterhead" in an order made public on Thursday. 


Jonglei State Information Minister Hon. Samuel Manyuon while speaking to the media said that, Jonglei State Deputy Governor action was in good faith. 


“I don’t term that one as a suspension as the letter reads. There is a difference between a suspension and a stay-home order. So, it is administrative, and the leadership will clearly come out as soon as possible,” Manyuon said. “But that was an immediate measure to take. It is not yet a suspension but a stay-home thing because, on Thursday, there were riots in the market in Bor. I believe it was instigated by some orders of the land minister.” Hon. Samuel said. 


Jonglei State Spokesperson further said that: “The minister is not suspended from his role, but it is an administrative measure to see how we can deal with such a situation. The situation is getting out of hand. We don’t know what is happening or who to blame.” Hon. Samuel said. 


The suspended Minister Hon. Mamer claimed that he was not given any notice prior to his suspension, but his decision over land ownership dispute could be the main reason he was suspended by the deputy governor. 


“There was a complaint from some citizens in Jonglei State. During the allotment of 2006, 2007, and 2008, some plots were allotted to women groups to sell vegetables. It was plot No. 444 and plot No. 222, and UNDP built the place. But those women were evicted in that place by force, and the place was sold to somebody with a lot of US dollars, but I later reversed that order.” Hon. Mamer explained.
