SPLA-IO Accused of Detaining Civilian Boats, Demanding $4,000 Along Sobat River ‎

‎ Boat ferrying civilians  Nasir, Upper Nile State  ‎Authorities in Nasir County, Upper Nile State, have accused forces loyal to the Sudan People’s Liberation Army In Opposition (SPLA-IO) of detaining civilian riverboats and demanding ransom-like payments of up to $4,000 from traders and passengers along the Sobat River. ‎ ‎According to Nasir County Commissioner James Gatwech Joak, several boats traveling from Matar in Nasir County to Malakal were intercepted by SPLA-IO soldiers in Yakuach, an area in Nyirol County, Jonglei State. ‎ ‎“Our traders paid local taxes to SPLA-IO in Mandeng before setting off. But on reaching Yakuach, they were detained again and told to pay an additional four thousand U.S. dollars,” Commissioner Gatwech said. ‎ ‎He explained that the detained boat operators and traders were reportedly held for four days while armed men demanded more payments.  ‎ Some of the passengers were women, children, and patients traveling for medical treatment in Malaka...

Current 'TNLA parliament' do not represent the views of the people, not madated to write the constitution, Makuei Lueth said.

Hon. Michael Makuei Lueth, Minister of Information Technology and Postal services while addressing the media said that, the current TNLA lawmakers do not represent the views of the people of South Sudan. 


While addressing the press, Michael Makuei Lueth said that, members of both the upper and lower houses of the parliament majority of them are not elected by the people so they do not represent the views of the people of South Sudan.

“This parliament now is 550 plus and the Council of States which is 100 and that makes 650. I know that only 171 were elected in 2010 for the regional assembly because by then we were a subnational and 96 were elected to Khartoum,” Makuei said. 


Hon. Makuei further said that, only 171 lawmakers were elected out of the 650 lawmakers.

“These were the people who were brought here. If we are talking of elected people, this (171) was the number that was elected and they are less than half of the membership of these (MPs) people.” Makuei said. 


He reiterated on the importance of elections by saying that, It is important for the country to go for elections so as the masses can elect their representative who can then write the permanent constitution.

“The current parliament cannot represent the people of South Sudan and as such they need to go,” Makuei stated.


“We need to go for elections, the people of South Sudan should be allowed to elect their representatives and it is their representatives of the people who will come and pass the constitution.” Michael said.

He noted that the current constitution-making process will continue but elections have to be held so that representatives are elected to write the permanent constitution then it will be dissolved and the country goes for a fresh election.  


On another note Hon. Makuei said that, the body that will be elected by the people of South Sudan will be the one the write the constitution. 


“The body that will be elected will be a Constituent Assembly to write the constitution,” Makuei explained.

“This is the body that will be elected by the people of South Sudan and come and sit, deliberate on the constitution, discuss it, pass it, and then it is signed into law and then thereafter this parliament is dissolved and people go for fresh election by the provisions of the would-be constitution of South Sudan.” Makuei said. 


Hon. Makuei, gave his insight on the implementation of the security arrangements by saying that, the process is ongoing and the deployment of the Necessary Unified Forces will commence before the end of the year.
