‎Health, Relief, and National Security Shake Up Signals New Political Realignment ‎ ‎President Salva Kiir Mayardit has issued a wave of presidential decrees, reshuffling leadership in three of South Sudan’s most sensitive institutions: the Ministry of Health, the Relief and Rehabilitation Commission (RRC), and the National Security Service (NSS). ‎ ‎The decrees, announced on State-run South Sudan Broadcasting Corporation (SSBC) on Wednesday evening, have already ignited heated political debate. While the presidency gave no reasons, analysts say the shake-up is tied to performance, political loyalty, and election calculations. ‎ ‎1. Kuol Manyang: Security Arrangements Are Key to Lasting Peace

President Kiir and Kuol Manyang

‎Senior Presidential Advisor and Chairperson of the National Transitional Committee (NTC), Kuol Manyang Juuk, has updated President Salva Kiir Mayardit on the ongoing efforts to implement the security provisions of the 2018 Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS).

‎During a briefing held at the State House in Juba, Kuol Manyang expressed optimism about the progress made by the NTC, saying: “We are progressing well.” He emphasized that the Committee remains fully committed to delivering on the key tasks outlined in the peace deal, particularly those related to Chapter Two, which covers security arrangements including the unification of forces, training and redeployment, and DDR (disarmament, demobilization, and reintegration) programs.

‎“Security is the backbone of lasting peace,” Kuol stated. “We are prioritizing this chapter because without strong and united security institutions, the broader goals of reconciliation, governance, and development cannot be achieved.”

‎Budget Challenges and International Support

‎Kuol Manyang noted that finalizing the NTC’s budget is a top priority at this stage. He explained that the availability of adequate funding is essential to complete the training and deployment of unified forces across the country, establish cantonment sites, and ensure logistics support for troops.

‎“We have reached a critical point where resources are needed to accelerate the implementation process,” he said. “We are appealing to our peace partners, donors, and all stakeholders to step up their support.”

‎This call comes amid increasing pressure on the government to meet key milestones ahead of the planned national elections, expected in December 2025. Observers have warned that delays in implementing the security arrangements could jeopardize the credibility and security of the electoral process.

‎NTC’s Mandate and Role

‎The National Transitional Committee, established under the R-ARCSS, serves as the central coordinating body for the implementation of the peace agreement. It is responsible for harmonizing efforts across government institutions, former opposition groups, and international stakeholders to ensure a smooth transition from conflict to peace.

‎The Committee’s mandate includes:

‎1.Overseeing the unification of forces

‎2. Supporting the formation of transitional institutions

‎3. Coordinating with donor partners

‎4. Addressing logistical, administrative, and technical challenges that may hinder peace implementation

‎Since its formation, the NTC has faced a variety of obstacles, including budget constraints, logistical delays, and political tensions. Nonetheless, recent efforts have seen the graduation of some batches of unified forces and the establishment of training centers in different regions.

‎The Road Ahead

‎As South Sudan approaches a pivotal period in its peace journey, the performance and effectiveness of the NTC will be closely watched by citizens and the international community alike. Kuol Manyang’s assurance to the President comes at a time when many South Sudanese are eager to see tangible improvements in security, unity, and governance.

‎While challenges remain, Kuol’s message is clear: progress is happening, and with sustained support, the goals of the peace agreement can still be realized.

Michael Makuei former chairman of NPTC Subcommittee Legal Affairs & Governance Unit from there Gen. Kuol will succeed with this people I have mentioned I'm a former staff of NPTC Legal Unit Documentation. My name is Marial Bencheer Mangok Nyuol
