High Ranking government and senior military officials are implicated In a serious human rights Violations, a UN Inquiry report reads.
The UN Inquiry Report presented to media fraternity breaks down detailed reports on how crime was perpetrated, including attacks on civilians and extrajudicial killings was left unchecked.
The UN Inquiry Report titled “State of impunity: the persistence of violence and human rights violations in South Sudan,”
The report consist of 114 pages on violations of Human Rights in South Sudan, the UN Inquiry report identifies Joseph Monytuil and Lt. General Thoi Chany Reat as individuals responsible for the State Sanctioned extra-judicial killings carried out in August 2022 in Mayom.
Gordon Koang, Koch County Commissioner is also among the individuals implicated as being responsible for the "leading widespread attacks against civilians in Leer County in April 2022.
The Commission says the report that they just conducted was based upon a twelve 12 months investigation in the six states of South Sudan.
Yasmin Sooka, the Chairperson of the Commission said that, she has taken steps to unveil all the names of individuals warranting criminal investigations.
“Over several years, our findings have consistently shown that impunity for serious crimes is a central driver of violence and misery faced by civilians in South Sudan,” Yasmin Sooka said.
“So we have taken the step of naming more of the individuals who warrant criminal investigation and prosecution for their role in gross human rights violations,” Yasmin Sooka added.
Speaking to the media, the Human Rights Council said the report published reflects the commissions finding on "emblematic situations" and sites of human rights violations as of 2022.
The emblematic situations include, widespread attacks on civilians, rape, sexual slavery, violence and mass displacement. No one was held accountable by the government for the above mentioned crimes.
“Once again, hundreds of South Sudanese shared with our Commission their experiences of being subjected to a range of human rights violations. Their suffering is immense. The State continues to fail in its duty to protect civilians, and to ensure accountability for violations. We call upon the authorities to properly investigate alleged perpetrators of serious crimes, no matter their rank or office, and to establish and strengthen the justice mechanisms for holding them accountable” Commission reads.
“Breaking the grip of impunity can only be achieved if the national authorities recommit and adhere to the values and promises in the peace agreement,” said Commissioner Barney Afako. “Political leaders are accountable to the people of South Sudan, and must therefore ensure that civic space for discussion is protected if the country’s first electoral and constitution-making processes are to be credible and positively impactful.” Commission reads.
The government of South Sudan and the high Ranking military officials cannot be reached for comments and feedback.
