The Republic of South Sudan’s Vice President James Wani Igga had recently been hard on his region (Equatoria region particular his tribe Mandari one of the largest Bari sections). Dr. Igga (Vice President James Wani Igga) is one of the well-respected politicians in South Sudan. Many South Sudanese believe that Dr. Igga is a peace-loving person and united figure for his region of Equatoria his tribe Bari. 


A week ago, Dr. Igga was heard addressing gather at the funeral (undisclosed location, Juba) in his native Bari language. Urged the Bari men to marry more than ten wives to increase Bari’s population. Dr. Igga claimed Bari decreased compared to other ethnic groups. Dr. Igga failed short to mention the ethnic group by name. Some experts believed Dr. Igga frustrations appeared to increase by danger posed by Dinka ethnic (cattle keepers) to his ethnic group (Bari). Reliable sources claimed, last week, more than three villages of Bari ethnic (Mandari section of Bari ethnic group) were attacked by the Dinka ethnic group armed militias. 


The Dinka tribal militias killed the villagers’ looted crops and raided cattle. The Bari youth known as “Arrow Boys” launched a rescue mission for their looted cattle. The Arrow boys rescue mission did little to rescue the looted cattle. The reliable sources claimed President Kiir call off the Dinka militias to cease retaliatory attacks. President Kiir added he will order Mandari leaders to disarm Mandari Arrow boys. When their leaders failed to order, the Dinka militias can take it from there. 


The Dinka cattle keepers were said to be from Warrap State, Lake State, Abyei Administrative Area, and Ruweng Administrative area respectively in accordance with reliable sources. The Dinka herders were claimed to herding Gen Akol Kor and Gen Ping Deng Majok cattle. The sources claimed prior to Mandari Arrow boys attacking the cattle camps. The arrow boys demanded the cattle keepers (Dinka Herders) return to their states of origin and allow native to return since the country is in peace. The slow or no reply to request of Arrow boys by the Central Equatoria State authority and central government triggered the Arrow boys to take laws in their hands. The sources claimed, prior to President Kiir Mayar recent tour to Bhar El Ghazel (Wau) for the initiation of upcoming election. 


On June 22, 2023, the Arrow boys ambushed the presidential convoy and claimed the lives of 2 presidential guards (2LT Awur Kuir & CPL Mnuer from Tiger elite division). Sources claimed president Kiir Mayar ordered the presidential guards not to retaliate but continue with the mission. The presidential guards took deceases (comrades’ corpses) headed to Wau a head of President Kir arrival. Secured the gathering site and back to Juba post president Kiir induction tour.


 On July 5, 2023, Chief of Defense Gen Santino Deng Wol ordered LT Gen James Thoi Chany Haat to carry out a well-coordinated mission known as “Joint Missions”. 


The Joint Mission was to retrieve the items, objects, articles, and persons that are subject to chain of events which led to 22nd June 2023 incident killing an officer 1LT Awur Kuir Malou and his bodyguard CPL Manuer Dokbai. The orders demanded 1LT Gen James Thai Haat to carry out the Joint Operations in Jebel Lado areas with the aims to:

a. Retrieved two rifles of two deceases (2LT Awur and CPL Manuer). 1LT Gen James Thai Haat launch operations with help of local chiefs, they were able to recover rifles and apprehended the suspect criminals who carry out the ambush.


b. The same order quoted the previous Hon Governor of Central Equator State (CES) and the Resolutions of the States Government Peace Conference for the disarmament of civilians in CES. The order added that a violator must be disarmed immediately by whichever means or manner deemed appropriate. In case the violator resists disarming and attempted to use force, the implementing force will act in self-defense and in return used appropriate force to neutralize the violator.


c. Repatriate all the cattle camps around Juba suburb to them of their origin.


The Chief of Defense orders added that 1LT Gen James Thai Haat should use above directives to act accordingly for the appropriate of origin. The reliable sources claimed, vice President Igga is among the top officials that are not happy with president Kiir Mayar recent Wau conference organized by President Kiir’s private secretary with the help of his right wings Jieng Council of Elders (J.C.E). 


Neither First Vice President Dr. Machar nor presidential security advisor Gen Tut Keew aware of the president tour to Bhar el ghazel region. Some experts believe J.C.E prepared to displace, kill, and expel Equatorians from Juba and other towns in Equatoria region like they did to Nuer in former Upper Nile Region from December 13, 2013, to present.


Dr. Igga survived several assassinations attempts on his life. The first assassination attempt on Vice President Igga was three years ago that claimed the lives his closed or blood relatives. 


The recent assassination was carried out by one of his bodyguards from Dinka cited lack of salary and claimed the life of Dr. Igga senior officer (another blood relative in charge of Dr. Igga bodyguard).  


Dr, Igga was dealing with exceptional life events and exploited yesterday at Mangateen (internally displaced persons area). Some experts believed Dr. Igga was upset with the displaced persons surrounding and felt helpless given his position in the regime.


Dr. Igga went hard on his fellows Equatorians youth, “Our sun is sitting down, and your sun is rising”, This leadership I am in, and others here belong to you (referring to youth in audiences). 

Dr. Igga continued to say, nobody of our age should stay in this leadership again. 


Dr. Igga went far to say, “South Sudan leadership need to be transparent similar that of Lotuko leadership ( Minyamiji). He narrated, Lotuko leadership is passed down when next generations when a generation reached 22 years of age. Dr. Igga stated clearly that his colleagues must retire and that would be the work of youth.


Dr. Igga stated, “nothing come free”, he warned the Equatorians youth, “running away from birds is not an option this time around” Dr. Igga went on to say, “when a bird flying over making noisy, Equatorian youths are quick to run to Congo, Uganda and Kenya leaving their venerable populations behind”. 


Dr. Igga stated, it is coming a time, Equatorians youth learn how to stand their ground. He added the land and leadership belong to youth not elder. 

Reliable sources claimed, Dr. Igga had been sidelined by President Kiir Mayar, his J.C.E and are preparing to teach the Equatorians lesson like that one of Nuer. 


Some experts believe the recent reconciliation between the Chollo Agelwak (Gen Olony forces) was made possible to have Agelwak forces combine with Dinka militias can concentrate efforts on Equatoria region. 


Given the ongoing crisis in Malakal among the Chollo, Dinka Ruweng, and Nuer. Gen Olony would not support any operations in Equatoria region; however, the regime took their heavy artillery including boats to reinforce some areas along the river Nile in case things fall apart.  


Questions:


1. Can the Dinka ethnic group evacuate Equatoria region with their cattle to allow natives to return to their homes?


2. What will happen if the Dinka ethnic group refuses to evacuate the areas they occupy?

3. Will the Arrow boys force the Dinka ethnic group to leave the occupied land?


4. If Dinka ethnic group go to war with Equatoria region as part of violating the Governors Peace Conference that authorized individuals or groups to evacuate the areas, they occupied post-independence and return to their places of origin?


5. Will the rest of South Sudanese non-Dinka tribes support Dinka ethnic or Equatoria region? Or will the non-Dinka tribes’ side with Equatoria region?


6. Will UDPF come to Dinka ethnic rescue like they did it in 2013? Or the UPDF distance themselves?


7. Will South Sudan disintegrate into regional States or tribal states?


8. If Equatoria region went to war with Dinka ethnic group like they did with Nuer and some other non tribes in various states, will President Kiir remain president or someone else will take over the presidential position?


9. Will Nuer side with Equatoria region or with Dinka ethnic?


Reliable Sources said tension remains high among the top officials in regime, whereas the country’s economy is experiencing a severe contraction, driven by falling oil revenues due to ongoing conflict in Khartoum. The United Nations reported that more than half of South Sudanese children are refugees and 2.3 million displaced inside the country.
