Defense and Veteran Affairs Minister, came up with a plan to have land allocated to the army allover the states, and his request was approved by the cabinet on Friday yesterday. 


In a meeting chaired by President Salva Kiir Mayardiit, National Information Minister Hon. Michael Makuei said that, since the army had no land so the defense Minister appealed to the cabinet  to allocate land to the army so as the army is kept at a distance from the civilians.

“All over the world, there is no way you find the civil population mingling with the army but here in South Sudan, they are inseparable and in the same places,” Makuei said. 


“So, they (the army) are requesting that land be allocated to them in the states and the administrative areas so that they can allocate these areas to the army and their families so that they stay a little distance away from the civil population.” Makuei added.

The national information minister, directed the minister of defense to form a committee inorder to contact the states administrators so as they can be provided land.


Makuei said that, Justice Minister Hon. Reuben Madol, introduced the Bill for establishing the Truth and Reconciliation and Healing Commission which was also approved by the cabinet.

Makuei, reiterated the importance of the Bill by saying that, anybody with a complain will file a complaint to the body and the commission will look at it and people will be summoned to answer the complaints from the complainer. 


Makuei also said that, the justice Minister introduced the Bill on Compensation and Reparation Authority,   the Bill will address matters to do with compensation and reparations.

“These two bills are by the provision of the peace agreement,” he said “The commission and authority will provide for compensation for those who deserve compensation and those who have suffered and been affected by the conflict.” Makuei said. 


Makuei also said that, the Government of Egypt had given South Sudan 400 scholarships which were free and fully funded, but they are only demanding 100$ for registration.

“The Government of Egypt has given us 400 scholarships which were free and fully funded but now there are a lot of changes in the system and they are demanding that students should pay USD 100 for registration and that there are some other fees that ought to be paid by the students in addition,” Makuei said. 


Makuei further said that, the Egyptians said that, any student applying for the undergraduate study should not be above 19 years of age.

“They (Egyptians) made further clarifications that any student going for undergraduate study should not be above 19 years of age, anybody going for a master’s degree should be not more than 27 years of age and anybody going for Ph.D. studies should not be more than 32 years of age, these are all limitations which are being made,” Makuei said. 


Finally, he said that, the cabinet all agreed that the higher education ministry should set up a committee to go to Egypt to discuss and see how best the situation can be addressed.

“After the presentation, the cabinet decided that the higher education ministry and the services cluster should set up a committee to go to Egypt to discuss all these with the Egyptian government and see how best this situation can be addressed.” Makuei added.
