Oxfam GB is an international non-governmental organization with a mission of working with others to alleviate poverty and injustice. Oxfam GB has been working in South Sudan since 1983. Our Programmatic Strategy concentrates on Saving Lives, Resilient Livelihoods, Advancing Gender Justice and Good Governance and Active Citizenship through a full spectrum platform that includes humanitarian response, recovery and resilience, long term development and policy and advocacy. Oxfam currently operates via eleven area offices in nine former states (Upper Nile, Unity, Jonglei, Lakes, Eastern Equatoria, Central Equatoria, Western Equatoria and Western Bahr-el Ghazal, and Northern Bahr el Gazal.
Oxfam South Sudan Programme is looking for a qualified Consultant for Protection Programme.
The Role
The consultant will be expected to lead on the development of the research tools and methodology, and to manage the overall research project.  This will include:

·         Literature review to identify existing information in relation to South Sudanese coping mechanisms.
·         Research questions - development and testing
·         Proposing sampling method, selection and locations of the survey (based on Oxfam program areas)
·         Identifying appropriate data analysis tools
·         Managing the data gathering
·         Managing the data entry
·         Data analysis
·         Research Report writing

Geographical areas:

The research needs to cover the following areas in South Sudan:

·         Pibor (Boma) – of former Jonglei state
·         Twic East – of former Jonglei state
·         Nyal – Southern Unity
N.B: travel to the above field locations is required, with hard living conditions.

Timeline:
Oxfam is expecting the completion of the consultancy tasks as described in this ToR over a maximum period of 6 weeks starting as soon as possible and no later than 1 April 2018 and ending on mid of May at the latest. Applicants are kindly requested to indicate in their offers the actual required number of days versus team size involved and the financial rates and their availability.

·         methodology and timelines should be submitted as part of a proposal to Oxfam by interested parties, including CVs and 2 research reports (preferably on similar theme
·         The consultant/s should have experience in South Sudan.
