SPLA-IO Accused of Detaining Civilian Boats, Demanding $4,000 Along Sobat River ‎

‎ Boat ferrying civilians  Nasir, Upper Nile State  ‎Authorities in Nasir County, Upper Nile State, have accused forces loyal to the Sudan People’s Liberation Army In Opposition (SPLA-IO) of detaining civilian riverboats and demanding ransom-like payments of up to $4,000 from traders and passengers along the Sobat River. ‎ ‎According to Nasir County Commissioner James Gatwech Joak, several boats traveling from Matar in Nasir County to Malakal were intercepted by SPLA-IO soldiers in Yakuach, an area in Nyirol County, Jonglei State. ‎ ‎“Our traders paid local taxes to SPLA-IO in Mandeng before setting off. But on reaching Yakuach, they were detained again and told to pay an additional four thousand U.S. dollars,” Commissioner Gatwech said. ‎ ‎He explained that the detained boat operators and traders were reportedly held for four days while armed men demanded more payments.  ‎ Some of the passengers were women, children, and patients traveling for medical treatment in Malaka...

All Warring Parties To Comply With The Terms Warns JMEC




Mr. Festus Mogae the JMEC Chairman demands all warring parties to fully respect and comply with the terms of the Agreement on the Ceasefire, protection of Civilians and Humanitarian Access.


Mr. Mogae Said that “CTSAMM will continue to monitor the Permanent Ceasefire and the most recent Cessation of Hostilities Agreement to the best of its ability and with total impartiality.”

He adds that CTSAMM will also continue to report any verified violations of the ceasefire, including specific acts of violence, military movement or any other actions that contravene the terms of the Agreement. Further more CTSAMM is actively monitoring and investigating a number of incidents and movements around the country,

He stresses that it is the responsibility of all Parties signatory to the ceasefire Agreement to uphold their obligations to ensure unrestricted access to CTSAMM.

This is to allow them accurately and speedily report on the situation around the country, says Mogae.

The parties shall not carry out unwarranted verbal or physical attacks against CTSAMM, JMEC, IGAD, AU, UN or any other entity associated with implementation of the agreement, he adds.



It is therefore regrettable that public statements continue to be made which have the effect of undermining public acceptance of and confidence in regional and international peacekeeping efforts, says Mogae. CTSAMM’s work should not be impeded or interfered with in any way, he warns.
