The incident reportedly occurred within the embassy premises on November 25, 2024.

In a formal letter addressed to South Sudan’s Ministry of Foreign Affairs and International Cooperation, Dr. Dicken detailed his grievances, accusing Ambassador Angong of misconduct and outright defiance of diplomatic protocol.

Dr. Dicken questioned why his repeated complaints since March 2024 were ignored and sought clarity on the circumstances surrounding Ambassador Angong’s extended absence from duty and unauthorized actions during that time.

Dr. Dicken also accused Ambassador Angong of escalating tensions by threatening embassy staff who witnessed the incident. He identified multiple witnesses, including Ms. Rose Tulio, the Executive Secretary, and embassy drivers, and requested their written testimonies.

Additionally, the head of mission alleged that Ambassador Angong had a history of confrontations, citing prior incidents involving other diplomats, and demanded an immediate intervention to safeguard his safety and the reputation of South Sudan's diplomatic mission.
