SPLA-IO Accused of Detaining Civilian Boats, Demanding $4,000 Along Sobat River ‎

‎ Boat ferrying civilians  Nasir, Upper Nile State  ‎Authorities in Nasir County, Upper Nile State, have accused forces loyal to the Sudan People’s Liberation Army In Opposition (SPLA-IO) of detaining civilian riverboats and demanding ransom-like payments of up to $4,000 from traders and passengers along the Sobat River. ‎ ‎According to Nasir County Commissioner James Gatwech Joak, several boats traveling from Matar in Nasir County to Malakal were intercepted by SPLA-IO soldiers in Yakuach, an area in Nyirol County, Jonglei State. ‎ ‎“Our traders paid local taxes to SPLA-IO in Mandeng before setting off. But on reaching Yakuach, they were detained again and told to pay an additional four thousand U.S. dollars,” Commissioner Gatwech said. ‎ ‎He explained that the detained boat operators and traders were reportedly held for four days while armed men demanded more payments.  ‎ Some of the passengers were women, children, and patients traveling for medical treatment in Malaka...

The President of the Republic, H.E Salva Kiir Mayardit officiated the signing ceremony of the contract agreement for the construction and upgrading of major high ways and roads linking the states of greater Bhar el Ghazal region, Upper Nile and Equatoria.

The government of the Republic of South Sudan and Shandong High-Speed group of companies signed two agreements at the state house on Monday for the commencement of road construction projects that will kick-start within 14 days.

The First Undersecretary in the ministry of Finance and Planning, Biel Jock and Li Chao, the General Manager of Shandong High-speed limited, signed multi party agreement between the Ministry of Finance, Ministry of Petroleum and Shandong high speed for the funding of the project.

Meanwhile, the undersecretary of the ministry of roads and bridges Phillips Waiwai and Li Chao signed the Engineering, Procurement and Construction contract agreement for the construction and upgrading of Juba, Terkeka, Yirol and Rumbek road 2019 AD, as the first phase of the roads project.

Speaking to the media after the signing ceremony, First Undersecretary of the Ministry of Finance and Petroleum, Biel Jock who signed on behalf of the Government said, that the construction equipment are already in place and the construction project is ready to kick start within 14 days.

Liu Xiaodong, Charge d’affairs in the Chinese embassy in South Sudan, described the agreement and project as a major success on the infrastructural development in the Republic of South Sudan, he also added that the Chinese government will continue to provide necessary developmental support to the government of South Sudan.

The Undersecretary of the Ministry of Roads and Bridges, Phillips Waiwai said that it is the first major project to be implemented and funded directly with national resources.

Meanwhile the Undersecretary of the Ministry of Petroleum Mayen Wol outlined that all the necessary arrangements are in place and the project will kick start within 14 days.

Ambassador John Anduruga, South Sudan ambassador to the Peoples Republic of China, appealed to the communities along the roads to provide maximum cooperation and protection to the civil engineers and workers carrying out the construction work.
