Project Overview
The multi-donor Health Pooled Fund
in South Sudan has run since 2012 with phase 2 completing in 2018 with the aim
of supporting service delivery, increasing ownership and governance and strengthening
the health system. The programme has been delivered through consortium
arrangement with large number of NGO implementing partners supporting service
delivery on the ground.
Over five years HPF3 programme
(2018-2023) will be a multi-donor programme with existing HPF2 donors (US, EU,
Canada and Sweden) expected to continue their support. HPF3 will effectively
merge two current health programmes - Health Pooled Fund 2 (HPF2), which
provides healthcare at health facility level, and the Integrated Community Case
Management 2 (ICCM2) programme, which provides healthcare to children
under-five within more remote communities.
HPF3 programme impact will be
an improved health and nutrition status for the population that saves lives and
reduces morbidity (including maternal, infant and under-5 mortality).
The programme outputs will be:
- Improved health and nutrition services for the
population, especially women
- and children;
- Improved community engagement and accountability of health
services;
- Stabilisation of local health systems
Objectives of the Role
DAI is looking to recruit a dynamic,
seasoned professional to lead the project in South Sudan. In this highly
strategic role, the Team Leader will provide leadership, direction and strategy
for the project and will be responsible for delivery of all project outputs.
S/he will be responsible for leading the project team through planning,
implementing and managing the delivery of activities, reports, knowledge
products and other results approved in the project documentation or annual work
plans. The Team leader will oversee the provision of a comprehensive technical
package including establishment, management and use of the fund mechanism;
ensuring continuity of and support to service delivery; and support to health
systems strengthening at national, state and county levels.
Project Implementation Start Date: August 2018
Project End Date: On or about August 2023
Key Responsibilities
- Act as the primary point of contact for DFID, other donors,
government and other stakeholders
- Provide overall management and leadership of core
project team, including development of the project policy and strategies
- Ensure the effective integration of project inputs and
their alignment with the project’s goals and strategic objectives.
- Manage, oversee and report on implementation, progress
and quality of health service delivery by subcontractors (NGOs and FBOs)
- Supervise project staff, ensuring appropriate grant
design; establish procedures and compliance with donor requirements for
grant development, implementation and management.
- Liaise and support Government officials at National and
State level
Qualifications:
- Master’s level degree in health related discipline
- Previous team leader role/s and experience of working
with DFID and/or high profile initiatives, preferably five years;
- Ideally 12-15 years’ experience in managing large DFID
funded programmes and project teams, especially multi-country and regional
programmes in health systems, emergency response, health governance and
related sectors (experience in grant management will be desirable).
- Extensive experience working and delivering results in
fragile and conflict-affected states (previous experience working in South
Sudan beneficial)
- Proven experience in senior management positions,
including management of large / complex projects in developing country
contexts, managing groups of 10 for five years or more.
- Experience managing and implementing multi-donor funded
projects, with an understanding of various donor requirements
- Knowledge of Integrated Community Case Management and
its funding desirable
- Demonstrated ability to collaborate with team and
partner organisations to achieve results
- Strong interpersonal and communication skills
- Excellent written and spoken English
